Overview and Responsibilities
The successful Specified Personnel will be part of a team responsible for providing the following deliverables including but not limited to:
•Coordinating, analysing, evaluating and documenting business requirements from a variety of sources, in accordance with the NCIS Program’s and the ACIC’s governance framework
•Identifying, developing and supporting the development of business cases, capability blueprints and concepts of operations, working with a range of stakeholders to ensure alignment with strategic objectives
•Developing and delivering high quality documentation which may include data models, business process models, business requirements and process design documentation for new and existing ACIC systems
•Analysing current data flows, information sources, business systems and software products to determine approaches that will improve performance and integrity of the interface between system users, the operating system and applications software
•Exploring all possibilities and designing alternatives to address problems and identify solutions
•Facilitating business requirements workshops to enable the development of innovative solutions to highly complex business issues
•Building and maintaining strong relationships with relevant stakeholders to ensure the ACIC’s and partner agencies’ project activities and milestones are achieved
•Working collaboratively as a key partner with project delivery managers, project managers, systems developers and the ACIC’s partners
•Ensuring documentation adheres to the NCIS Program’s project management methodology and quality standards
•Contributing to the continuous improvement of the ACIC’s project governance framework, System Development Lifecycle framework and Business Analyst Group
•Using well-developed written and verbal communication skills to develop briefings for senior internal and external stakeholders
•Representing the work area at relevant meetings and forums
•Undertaking official travel interstate, as required.
Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department’s recordkeeping policy and practices.
Additional Requirements
The Specified Personnel must:
•Hold and maintain an Australian Government security clearance to the minimum of Negative Vetting Level 1. The cost of obtaining each security clearance and other related costs including the cost for re-validating the security clearance will be borne by the Seller. The Seller must ensure that its Specified Personnel promptly provide to the Buyer relevant details to assist with the security clearance process, and the Seller must notify the Buyer promptly in writing of any change in circumstances which is likely to affect the Buyer’s assessment of the Specified Personnel’s entitlement to hold a security clearance.
•comply with all Agency Policies which are available on request, and through the Agency intranet site. This includes policies which relate to drug and alcohol testing.
•undertake and pass a pre-employment screening process (Organisational Suitability Assessment (OSA)) which includes a police check.
•comply with the requirements of the Continuing Organisational Suitability Assessment (COSA)
•As directed by the Agency, complete a Deed of Confidentiality or Non-Disclosure Agreement prior to commencement or comply with processes required to engage the Specified Personnel under section 48 of the Australian Crime Commission Act (2002).
•Must be COVID vaccinated
•undertake an induction program upon commencement.
•Undergo Agency training prior to commencing work if required:
oWork, Health and Safety training; and
oSecurity Awareness training
•Complete the work on the Agency Premises, or as otherwise directed by the Agency.
Essential Criteria
1. •Demonstrated 4+ years’ BA experience, with a proven ability to deliver very complex business analysis artefacts and deliverables, which may include:
oBusiness cases, capability blueprints and concepts of operations
oHigh-level and detailed business requirements
oBusiness process design documentation, use cases and user scenarios
oRequirements workshops
