Overview and Responsibilities
Background 1.The Commonwealth requires the services of a Level 3 Advanced Practitioner as the Operational Services Specialist to supplement the contractor workforce within the Land Network Integration Centre (LNIC). The LNIC has established a small project team to commence work on this task and now seeks the services of a tactical services specialist to augment the team. 2.The Land Network Integration Centre (LNIC) within Army Headquarters (AHQ) has been tasked to design and build a Commanders Signals Detachment (CSD) Node Capability Technology Demonstrator (CTD) for Army at the tactical level in order to support Command and Control of the Battlespace. 3.This is similar to the temporary requests for support to other CTD like BMS BLOS that LNIC has consistently been tasked to provide over the past five years, and is now developing the capability on a more permanent basis to reduce cost and effort each year. There is a requirement therefore to engage a designer familiar with this functionality to develop and deliver this capability led by LNIC senior staff. 4.The services delivered within the CSD node will be required to interface into the Integrated Battlefield Telecommunication Network, Mission Partner Environment and BMS-C2 systems. The system will use current and next generation small form factor Satcom bearer systems. The solution needs to support a user whilst moving, with potential for additional users whilst static, and will have constrained WAN access through the use of a LEO L-band Satcom Service Provider and 4G/ LTE. 5.Additionally, the CSD node will have interfaces into tactical command and control (C2) services that are connected to tactical combat radio systems. Scope 6. The contractor will be engaged on a time and material basis. Notwithstanding, the following activities and deliverables are envisaged during the term of this engagement: a)Produce design and technical documentation for the CSD node, b)Assist in the engineering change process IAW Army Technical regulation framework, c)Assist with the preparation for Change Control Boards (CCB), d)Support the C2 Tactical Extension Product Line lead in the delivery of outcomes as directed, e)Assist in the development and execution of test serials, f)Lead in the development of training materiel and technical training for unit soldiers, g)Lead the technical integration of the CSD node with other systems such as Mission Partner, BMS-C2 and Integrated Battlefield Telecommunication Network, h)Assist the technical feasibility assessment of next generation small form factor satcom terminals, i)Lead the level 2/3 helpdesk for CSD in support of Army deployments, j)Provide maintenance support to CSD hardware and software Configuration Items, k)Review and provide advice on the design and implementation of interfacing systems, l)Transfer knowledge to support personnel. Specified Personnel: 7.It is highly desirable that the individual involved in this task have: a)Experience with the design and development of IBTN systems and interfaces into tactical and strategic networks, b)Experience with DLAN (MPE, DIE-P, DIE-S interfaces into IBTN nodes, c)Experience in configuring and administering IBTN equipment nodes, d)Experience in the deployment of military and COTS satcom systems, e)Experience in configuration of Linux standard operating environment (SOE), included but not limited to CENTOS, RHEL, Fedora f)Experience with Cisco Routing and Switching. Including technologies such as (VXLAN, SDD, Multicast, Routing Protocols (OSPF, EIGRP, BGP) g)Experience in drafting training materiel of deployed ICT equipment, h)Experience in stakeholder engagement with defence industry and within Commonwealth departments, i)Experience in configuration and deployment of virtualised environments including VMware, KVM, and container virtualisation tools, j)Experience developing technical documentation. k)Experience in delivering training of deployed ICT equipment and applications. 8.The following experience is desirable: a)Understanding of systems engineering processes. b)Knowledge of the One Defence Capability Model (formerly Capability Life Cycle (CLC)). c)Experience working within agile project management frameworks. d)Experience with Wide Area Network Emulation tools, e)Experience with applications and products such as VMware NSX-T, Mellanox, Nutanix
